Colorado Lobbyist Association Surveys All Professional Lobbyists On Capitol-ID Legislation

The Colorado Lobbyists Association this morning sent a separate email surveying all professional lobbyists in the state on their thoughts about access to the Colorado Capitol Complex and about SB18-116, Capitol Identification Card. 

SB18-116 concerns the issuance of capitol identification cards to members of the public to permit them entry to state buildings containing the legislative branch of state government without having to submit to personal security checks.

The measure is up in the Senate Finance Committee this afternoon for its first hearing.

As currently drafted, SB18-116:

  • Would apply to all members of the public
  • Would allow someone to enter the Capitol without submitting to a search
  • Would be issued by the Senate secretary or House clerk
  • Would be issued for a two-year period
  • Would cost up to $500 for two years
  • Would require an application
  • Would require submission of fingerprints
  • Would require a CBI background check
  • Results would be forwarded to Senate secretary or House clerk
  • Issuance of a card would be conditional
  • Felons would not be allowed to be issued a card
  • Card holder’s photograph would be required
  • ID card would have to be displayed for search bypass
  • Fees collected would go to a capitol identification card account
  • The capitol identification card fund would be created within the existing legislative department cash fund
