Capitol ID Card Bill Held Up This Morning In Senate Appropriations

A bill that would allow high utilizers of the Capitol to undergo background checks to bypass Capitol magnetometers stalled this morning in the Senate Appropriations Committee. 

Bill sponsor Sen. John Cooke agreed to a delay to address committee members' concerns with Colorado State Patrol opposition and the bill's creation of a cash fund outside the TABOR spending limits.

The measure, SB18-116, would enable people to pay up to $250 annually for the photo ID card that, when displayed, would allow them to move into the Capitol without being screened. 

A wide majority of CLA's members and would-be members support improved Capitol access, a recent survey conducted by CLA shows. The association plans to soon widely distribute "Capitol Clear" lapel badges that would let professional lobbyists and others show their support.
